About SB-1383

What is SB‑1383?

SB‑1383 is a California mandate aimed at reducing methane emissions by diverting organic materials away from landfills.

It directly impacts landscaping by mandating that all landscape-generated organics (grass, branches, leaves, mulch, compost, woodchip etc.) be properly separated and recycled rather than thrown away. It exists to reduce methane emissions by cutting landfill‑disposed organic waste 75% by 2025 and applies to every landscape business in the state.

Compost and mulch being recycled

Core Responsibilities of Jurisdictions:

Processing agricultural waste into compost

  • organic waste collection service to all residents and businesses
  • Procure Recycled Organic Products
  • enforceable ordinances or mechanisms to require proper sorting, collection, recycling, and food‑recovery practices.
  • Verify that disposal sites accept SB‑1383‑compliant organic materials.

What Counts as
Organic Green Waste?

Landscape businesses must properly handle and recycle materials such as:

  • Grass clippings
  • Leaves
  • Weeds
  • Flowers
  • Hedge trimmings
  • Tree branches
  • Tree trunks
  • Untreated lumber
  • Mulch, etc

Compliance (Action Requirements):

As shown by the City Of Perris, with a population of 83,032, its required to reuse 6,642 tons of recovered organic waste products annually. This requirement is based on the state’s per‑capita procurement formula and reflects the volume of  compost, mulch, or renewable gas that must be purchased each year to meet SB‑1383 compliance.
